
Bill Joubert currently serves as Director of the Louisiana Small Business Development Center at Southeastern. In this position he also directs Southeastern's Department of Economic and Business Development, the Business Research Center, and the Small Business Development Center.
His career includes 2 years as a business consultant for a CPA firm, some retail management, and a previous small business owner. He is well known for his involvement in economic development organizations such as the Tangipahoa Economic Development Foundation, Hammond Industrial Board, Dixie Business Incubator and Florida Parishes Economic Development Association. Bill's education includes an MBA from Southeastern and BS from LSU in economics and international trade and finance.
Sandy Summers currently serves as Assistant Director at the Louisiana Small Business Development Center. Her areas of focus include the LSBDC's training curriculum and special events. Sandy has worked at the center since 2001 and held the positions of Graduate Assistant and Training Coordinator during her tenure at the LSBDC.
She is involved with various civic, social and economic development organizations in the northshore region including various Chambers of Commerce. Some of Sandy's previous positions include loan officer at Iberville Bank and credit analyst at Georgia Gulf Co. She holds a BS in finance/economics and a MBA from Southeastern Louisiana University. Sandy is also a certified training professional through the Workplace Learning and Performance Institute at the University of Southern Mississippi.
Wayne Ricks has been a Business Consultant at the Louisiana Small Business Development Center since January 2005. Within the LSBDC he works with both startup and existing business owners, as well as local economic development organizations, all for the purpose of facilitating growth in the Northshore region.
His areas of focus are consulting clients on an individual basis, assisting clients in creating financial projections, and industry research. Wayne holds a BS in finance and MBA from Southeastern Louisiana University.
Brandy graduated in 2005 from Southeastern Louisiana University with a Bachelors of Science in Accounting. She and her husband operate a thriving export business in Tangipahoa Parish. She also has previous experience in accounting and hedging futures for a international grain company.
Her areas of business knowledge include the medical, pharmaceutical and hospital industries, imports and exports, and small business bookeeping, payroll, and taxes.
Starlyn is currently employed by Southeastern Louisiana University as the Administrative Assistant for the Southeast Louisiana Business Center. Some of Starlyn's duties include incubator management, building operations, and quality assurance.
She holds an Associate Degree from Southeastern Louisiana University, and was previously employed by the Louisiana Deptartment of Education, Region II.
