Small businesses are urged to signup.

To help small businesses prepare for hurricane season, the Louisiana Small Business Development Center has launched an all-new statewide mobile emergency alert system that delivers immediate updates via SMS text messaging. By texting READY to (318) 769-9921, small businesses can access information about potential hurricanes, floods or other emergencies that may impact their business. There is no charge for the service – standard message rates apply.

By signing up for emergency mobile alerts, small businesses will receive information on steps they can take to get ready and where to find help if needed. Should the president declare a state of emergency, the LSBDC will send a list of locations and contact information for state and local emergency assistance agencies including the LSBDC, U.S. Small Business Administration and Louisiana Economic Development.

“Communication is one of the most critical components of disaster planning and recovery. During a crisis, cell phones are often the best way to communicate and in some cases, the only form of communication,” said Barry Parker, business continuity director of the LSBDC. “Establishing this system gives us another way to get in touch with small businesses to help them mitigate the impact of a storm. We urge all small businesses to signup for this free service.”

Small businesses can customize their subscription to receive only alerts pertaining to their specific geographic area within the state. When subscribers select this custom setting, the LSBDC will only send notifications when an imminent threat approaches their area. Small businesses can visit www.lsbdc.org/READY for more details.

The LSBDC worked with interactive marketing and technology firm eMerge to develop the mobile alert system. The Slidell-based company has worked with numerous local government and emergency alert agencies across Louisiana to help ensure public safety during a crisis.

Having been impacted by six disasters in the last eight years including five hurricanes and an oil spill, the LSBDC is heralded as the gold standard for disaster preparedness and response. Since 2005, the LSBDC has provided business recovery assistance to more than 10,000 small businesses. Over the last several years, the LSBDC has consulted, trained and shared resources with various organizations at the national and international level.

In 2011, the ASBDC Accreditation Committee recognized the business continuity and risk management program, Ready for Anything, as a best practice. The program provides small businesses with education, training and business management assistance needed to minimize its losses and increase survivability when affected by workplace disruptions or natural and man-made disasters.

In a move to help encourage preparedness and to speed up the recovery process for businesses impacted by disaster, the national network of America’s Small Business Development Centers has signed a mutual aid and support declaration to assist SBDCs in the preparedness, rebuilding and recovery of small businesses.

In the last decade, small businesses across the U.S. have had to withstand numerous disasters, both natural and man-made. These events impose extreme hardships on small businesses, which demonstrates the importance of proper planning. This agreement will allow all SBDCs to work together and quickly assist small businesses post disaster by sharing critical resources including staff prepared to immediately deploy in the event of a disaster.

“Whether it is a hurricane, tornado, land slide, or wild fire, natural disasters can be devastating to small businesses. That’s why I’m happy to hear that the Association of Small Business Development Centers has agreed to support SBDCs through disaster assistance around the country when disasters strike,” said Senator Mary Landrieu. “Being able to share important resources such as staff, best practices, and supporting materials is vital for a successful recovery. This year I introduced legislation that would allow SBDCs to travel across state lines to assist disaster impacted areas. I look forward to partnering with the ASBDC to get the bill passed this Congress.”

The declaration was championed by ASBDC President Charles Rowe and Louisiana SBDC State Director and Co-Chair of the ASBDC Disaster Committee, Mary Lynn Wilkerson. According to Wilkerson, having the ability to share best practices of 63 programs will help reduce SBDC response time. “Cooperation is critical during the recovery process,” said Wilkerson. “This declaration solidifies our commitment as “first responders” to small businesses and in assisting any state or region impacted by disaster that may need additional assistance.”

Having been impacted by six disasters in the last eight years including five hurricanes and an oil spill, the LSBDC is heralded as the gold standard for disaster preparedness and response. Since 2005, the LSBDC has provided business recovery assistance to more than 10,000 small businesses.

As a leading expert on disaster preparedness and response, the LSBDC has consulted with various organizations at the national and international level to share best practices. More recently the LSBDC, has worked one-on-one with the SBDCs in areas affected by Hurricane Sandy.

Small businesses interested in learning how to better protect their business from unexpected disruption should contact the LSBDC by visiting their website, www.lsbdc.orgor calling (866) 782-4159.

U.S. SBA Regional Administrator Yolanda Olivarez and Louisiana Economic Development Assistant Secretary Jason El Koubi, recognized Sunda and the GNOR team for its accomplishments last night during the Small Business Awards reception held at the Governor’s Mansion. The SBDC Excellence and Innovation Award is given annually to the SBDC program that demonstrates excellence in providing value to small businesses and advancing program delivery and management through innovation. LSBDC GNOR was selected from approximately 1,000 centers across the nation to receive the coveted award. Sunda proclaims that her Center’s ultimate goal is to help small businesses expand, rebuild and recover. “My team and I are honored and humbled to receive this recognition”, she said. “We think of ourselves as the ‘boots on the street’. We just roll up our sleeves and try to do what needs to be done.” The award comes as the LSBDC network celebrates its 30th anniversary.

Senator Mary Landrieu, Chair of the U.S. Senate Small Business Committee praised Sunda and her team. “I applaud the Greater New Orleans’ Louisiana Small Business Development Center for being selected as the number one SBDC in the country. Carmen Sunda, the Center Director, has worked hard to ensure that locally owned and operated firms are able to prosper in today’s fast paced global market,” said Senator Landrieu. “She deserves the 2013 SBDC Service Excellence and Innovation award. I look forward to working with Carmen, the Greater New Orleans’ LSBDC, and SBDCs around the country to ensure that small businesses are given the capital, counseling, contracting, and trade tools they need to succeed.”

LSBDC GNOR is a collaborative partnership of Loyola University New Orleans, Delgado Community College, Southern University at New Orleans and Xavier University of Louisiana. Through this partnership, LSBDC GNOR has been able to expand its reach throughout Greater New Orleans and beyond. William Locander, dean of the Loyola College of Business, applauded the Center for its accomplishment. “Under Carmen’s leadership and through all their hard work, the LSBDC Greater New Orleans Region certainly merits recognition at this level. I am particularly proud that they are aligned with Loyola and the College of Business.”

The Center was nominated by the state and won at the regional level before winning the national award. The evaluation criteria included performance milestones, innovative programs, professional development and advocacy. “Carmen is a tireless leader. She has an outstanding center that has grown and evolved into a program that should be emulated by many,” said Mary Lynn Wilkerson, LSBDC State Director. “Receiving this award is a testament to the hard work, dedication and resiliency of the LSBDC and GNOR staff. I am extremely proud of Carmen and her team.”

Under the leadership of Sunda, the Center has achieved unparalleled success by creating innovative programs, assembling a team of dynamic business consultants and cultivating key partnerships among local business and community leaders. “She has done a great job of developing programs and building key relationships,” said Wilkerson. Recognized entrepreneurial programs include a partnership with Capital One who sponsors Getting Down to Business, Second Look and Straight Talk.

With a keen focus on access to capital, consultants are skilled at identifying sources of financing, restructuring debt, and assisting business owners in developing efficient operational strategies. Kristen Preau, owner of Cook Me Something Mister knows firsthand the benefits of working with the LSBDC. ”My lenders told me I had the best loan package they’d ever received,” she said. Preau, also known as the Jambalaya Girl, has been an LSBDC client for three years and credits the Center for her success. “I look at Carmen and the rest of the staff as my business mentors. I truly believe I wouldn’t be here today if it weren’t for the resources that they offer.”

Sunda and her team have demonstrated their commitment to building sustainable small businesses in GNOR by devising new ways to provide services and training related to accessing capital, sales growth and revenue diversification, using the latest technology to increase profits, and forming strategic alliances with public, private and government entities to leverage resources.

LSBDC GNOR has become a small business expert in disaster response and preparedness and is heralded as the regional “go-to” organization for disaster recovery. “It has been a really tough, yet exciting time. Over the last eight years we have diligently responded to businesses impacted by six hurricanes and an oil spill, while at the same time assisting small businesses in creating an entrepreneurial renaissance,” said Sunda. Within the last year alone, Sunda and her team have consulted with various organizations at the national and international level to share best practices of disaster response and recovery.

Since joining the LSBDC in 2003, Sunda and her team have served 9,501 clients and trained 18,527 individuals. The team helped clients create 2,113 jobs and save 3,599, secure $123 million in capital, start 340 new businesses and increase sales by $477 million.

Every year since 1963, the President of the United States has issued a proclamation announcing National Small Business Week, which recognizes the critical contributions of America’s entrepreneurs and small business owners. More than half of Americans either own or work for a small business, and they create about two out of every three new jobs in the U.S. each year. As part of National Small Business Week, the U.S. SBA takes the opportunity to highlight the impact of outstanding entrepreneurs, small business owners, and others from all 50 states and U.S. territories.

The Louisiana Small Business Development Center at University of Louisiana Monroe in partnership with the Monroe Chamber of Commerce and West Monroe West Ouachita Chamber presents Accelerating Your Sales: Build a Plan for Profit, March 5 – April 16, 2013 at Hemphill Hall located on the campus of University of Louisiana at Monroe.

Accelerating Your Sales is a high-impact, interactive training series designed to help small business owners formulate a game plan to improve sales and gain a competitive edge.
“Our goal is to help businesses position themselves for greater success” said Mary Lynn Wilkerson, LSBDC State Director. “We will teach them new strategies for attracting new customers as well as how to identify their best customers and attract more customers like them.”

After completing this course, small businesses will walk away with a 9-month strategy that they can immediately apply to their business operations.

This workshop series is designed and conducted by Tom DeNardin, owner of DRDS Solutions, a management and marketing strategies company, and Management Instructor at University of Louisiana Monroe. DeNardin is a past recipient of the Top 100 award for marketing executives in the United States, awarded by Advertising Age, the nations leading marketing and media magazine.

After this 12-hour workshop series, participants will be able to effectively:

Identify and focus on key customers and business opportunities

Use demographic data to increase sales

Market your business to achieve optimal results

Promote your business without breaking the bank

Drive sales using social media and new technologies

Every year, an Louisiana Small Business Development Center (LSBDC) employee who demonstrates outstanding and exemplary performance, is honored with a Louisiana State Star Award. This year, the honors went to Sandy Nguyen, business consultant at the LSBDC Greater New Orleans Region.

Nguyen was honored at an awards reception in New Orleans on September 11, 2012, held in conjunction with the 32nd ASBDC Annual Conference. She was among 62 other State Stars from across the United States and U.S. territories recognized for their achievements.

“Receiving this award is a humbling experience. Not only am I honored to receive this award, but I am honored to have the opportunity to help so many entrepreneurs achieve business success,” said Nguyen.

Nguyen, a graduate of Tulane University, specializes in Vietnamese and Asian American business development, fishing and seafood industries as well as business continuity. For the past 25 years, she has used her business savvy, bilingual skills and cultural knowledge of her community to help thousands of Vietnamese, primarily in Eastern New Orleans, the largest Vietnamese community in the city, become accustomed to the rules and regulations of running a business in the U.S.

Nguyen was selected for being an exemplary performer, making significant contributions to the LSBDC program and showing strong commitment to small businesses in the state. Since starting as a contract consultant in May 2001, she has been responsible for starting 22 businesses and access more than $25 million in capital to create 193 new jobs and save 1,068 jobs while increasing sales by $333 million, much of which is attributed to her work to help Vietnamese commercial fishermen following Hurricanes Katrina, Rita, Gustav, Ike and the Deepwater Horizon Oil Spill. These efforts proved to be extremely important giving that approximately 80 percent of commercial fishing licenses in the state are owned by people with Asian surnames, according to the Louisiana Department of Fisheries and Wildlife. Nguyen is currently working to help small businesses recently impacted by Hurricane Isaac.

“Sandy is an awesome business consultant. She has worked tirelessly to help small businesses in the Vietnamese community start, grow and recover from multiple disasters,” said Mary Lynn Wilkerson, LSBDC State Director. “With her assistance, many of them have received reimbursements from the Oil Spill and accessed the capital needed to rebuild, save jobs and increase sales.

Due to her immense involvement in disaster recovery, Nguyen has been recognized by elected officials at the federal and state level. On the fifth anniversary of Hurricane Katrina, President Obama and the First Lady recognized and thanked Nguyen for her hard work, dedication and recovery efforts. She was also asked to testify at the Deep Horizon Oil Spill Roundtable hosted by Senator Landrieu. Wilkerson says that Sandy’s clients are more prepared for a disaster than they were pre-Katrina. “She has helped them develop business continuity plans and prepare “Ready Kits” [important documents and supplies necessary for business to continue following a disaster] so that businesses can pick up and leave at a moments notice in case of emergency.”

Nguyen’s accomplishments also include being named one of CityBusiness’ 50 Women of the Year for her achievements and commitment to excellence in her community in 2007. Earlier this year, Nguyen received the prestigious LSBDC “5 Million Dollar Club,” award, which recognizes recipients for helping their clients secure five million dollars plus in loans, equity and other capital.

Prior to joining the LSBDC, Nguyen helped start the first Vietnamese nonprofit in the state, Vietnamese Initiative in Economic Training (VIET), which works to develop educational and economic training programs and act as a resource center for minority residents in Louisiana. This experience led to her starting her own nonprofit Coastal Communities Consulting that provides translation and immigration assistance.

Nguyen says that working for the LSBDC allows her to do what she enjoys most, helping small businesses. “I love my job,” said Nguyen. “As an LSBDC business consultant, I am rewarded everyday helping my clients, whether it’s helping them get immediate financial assistance to help them get back into business after a storm or helping their business accept electronic payment options to increase sales.”

In 2011, through its partnership with Louisiana Economic Development (LED)and the U.S. Small Business Administration (SBA), the LSBDC served 12,000 small businesses – creating 1,238 new jobs, 186 new businesses, $127 million in capital, and $48 million in new sales. This year alone, the LSBDC served 12,000 small businesses – creating 1,200 new jobs, 182 new businesses, $123 million in capital, and $45 million in new.

Small businesses in Ascension, Jefferson, Lafourche, Livingston, Orleans, Plaquemines, St. Bernard, St. Charles, St. John the Baptist, and St. Tammany may qualify for tax relief.

Victims of Hurricane Isaac that began on Aug. 26, 2012 in parts of Louisiana may qualify for tax relief from the Internal Revenue Service.

Following recent disaster declarations for individual assistance issued by the Federal Emergency Management Agency, the IRS announced today that affected taxpayers in Louisiana will receive tax relief, and other locations may be added in coming days based on additional damage assessments by FEMA.

ThePresident has declared the parishes of Ascension, Jefferson, Lafourche, Livingston, Orleans, Plaquemines, St. Bernard,St. Charles,St. John the Baptist, and St. Tammany a federal disaster area. Individuals who reside or have a business intheseparishesmay qualify for tax relief.

The declaration permits the IRS to postpone certain deadlines for taxpayers who reside or have a business in the disaster area. For instance, certain deadlines falling on or after Aug. 26, and on or before Jan. 11, 2013, have been postponed to Jan. 11, 2013. This includes the quarterly estimated tax payment due on Sept. 17, 2012.

In addition, the IRS is waiving the failure-to-deposit penalties for employment and excise tax deposits due on or after Aug. 26, and on or before Sept. 10, as long as the deposits are made by Sept. 10, 2012.

If an affected taxpayer receives a penalty notice from the IRS, the taxpayer should call the telephone number on the notice to have the IRS abate any interest and any late filing or late payment penalties that would otherwise apply. Penalties or interest will be abated only for taxpayers who have an original or extended filing, payment or deposit due date, including an extended filing or payment due date, that falls within the postponement period.

The IRS automatically identifies taxpayers located in the covered disaster area and applies automatic filing and payment relief. But affected taxpayers who reside or have a business located outside the covered disaster area must call the IRS disaster hotline at 1-866-562-5227 to request this tax relief.

Covered Disaster Area
Theparisheslisted above constitutes a covered disaster area for purposes of Treas. Reg. § 301.7508A-1(d)(2) and is entitled to the relief detailed below.

Affected Taxpayers

Taxpayers considered to be affected taxpayers eligible for the postponement of time to file returns, pay taxes and perform other time-sensitive acts are those taxpayers listed in Treas. Reg. § 301.7508A-1(d)(1), and include individuals who live, and businesses whose principal place of business is located, in the covered disaster area.

Taxpayers not in the covered disaster area, but whose records necessary to meet a deadline listed in Treas. Reg. § 301.7508A-1(c) are in the covered disaster area, are also entitled to relief.

All relief workers affiliated with a recognized government or philanthropic organization assisting in the relief activities in the covered disaster area and any individual visiting the covered disaster area who was killed or injured as a result of the disaster are entitled to relief.

Grant of Relief
Under section 7508A, the IRS gives affected taxpayers until Jan. 11, 2013, to file most tax returns (including individual, corporate, and estate and trust income tax returns; partnership returns, S corporation returns, and trust returns; estate, gift, and generation-skipping transfer tax returns; and employment and certain excise tax returns), or to make tax payments, including estimated tax payments, that have either an original or extended due date occurring on or after Aug. 26 and on or before Jan. 11, 2013.

The IRS also gives affected taxpayers until Jan. 11, 2013, to perform other time-sensitive actions described in Treas. Reg. § 301.7508A-1(c)(1) and Rev. Proc. 2007-56, 2007-34 I.R.B. 388 (Aug. 20, 2007), that are due to be performed on or after Aug. 26 and on or before Jan. 11, 2013.

This relief also includes the filing of Form 5500 series returns, in the manner described in section 8 of Rev. Proc. 2007-56. The relief described in section 17 of Rev. Proc. 2007-56, pertaining to like-kind exchanges of property, also applies to certain taxpayers who are not otherwise affected taxpayers and may include acts required to be performed before or after the period above.

The postponement of time to file and pay does not apply to information returns in the W-2, 1098, 1099 series, or to Forms 1042-S or 8027. Penalties for failure to timely file information returns can be waived under existing procedures for reasonable cause. Likewise, the postponement does not apply to employment and excise tax deposits. The IRS, however, will abate penalties for failure to make timely employment and excise tax deposits due on or after Aug. 26 and on or before Sept. 10 provided the taxpayer makes these deposits by Sept. 10.

Casualty Losses
Affected taxpayers in a federally declared disaster area have the option of claiming disaster-related casualty losses on their federal income tax return for either this year or last year. Claiming the loss on an original or amended return for last year will get the taxpayer an earlier refund, but waiting to claim the loss on this year’s return could result in a greater tax saving, depending on other income factors.

Individuals may deduct personal property losses that are not covered by insurance or other reimbursements. For details, see Form 4684 and its instructions.

Affected taxpayers claiming the disaster loss on last year’s return should put the Disaster Designation “LOUISIANA/HURRICANE ISAAC” at the top of the form so that the IRS can expedite the processing of the refund.

Other Relief
The IRS will waive the usual fees and expedite requests for copies of previously filed tax returns for affected taxpayers. Taxpayers should put the assigned Disaster Designation in red ink at the top of Form 4506, Request for Copy of Tax Return, or Form 4506-T, Request for Transcript of Tax Return, as appropriate, and submit it to the IRS.

Affected taxpayers who are contacted by the IRS on a collection or examination matter should explain how the disaster impacts them so that the IRS can provide appropriate consideration to their case.

Taxpayers may download forms and publications from the official IRS website, IRS.gov, or order them by calling 1-800-TAX-FORM (1-800-829-3676). The IRS toll-free number for general tax questions is 1-800-829-1040.
